FDDI launches the Placement Linked Skill Development Programme under HRD Mission of DIPP, Ministry of Commerce & Industry, GoI

 
FDDI is association with Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce & Industry, GoI has launched a unique programme of Placement Linked skill Development Programme under HRD Mission Scheme of the Eleventh Five Year Plan for the Indian leather and footwear sector. The main objective of the programme is to impart basic skills on shop floor operations to unemployed youth through a demand driven Skill-Development Program and subsequently helping them to find gainful employment in the associated industries.

 

 

Background / Introduction

 
Leather industry occupies a place of prominence in the Indian economy in view of its massive potential for employment, growth and exports. In volume terms, the annual production of leather in India is approximately 2 billion square feet and the country meets roughly 10% of the global leather requirement.
 
     
 

The leather-based products industry comprises of the following segments:

 
  • Leather and non leather footwear
  • Footwear components (shoe uppers, soles, etc)
  • Leather garments
  • Leather goods (harness and saddlery, leather gloves, bags, purses, wallets, etc)
 
 
According to estimates by the NMCC, the industry size is approximately Rs. 250 billion (USD 4 billion) accounting for 0.7% of GDP and employs around 2.5 million (30% women) people. Over the years the leather industry in India has moved from export of raw hides to high value-added exports of semi finished and finished leather and leather products. The introduction of policy of promoting export of value added products resulted in emergence of factories to produce footwear and other leather goods in different parts of the country. As a result, India's leather export basket has seen an important change with the proportion of leather products increasing sharply.

  Salient features of the Indian leather and footwear industry:
 
  • Exports of Footwear and leather industry have been registering a steady growth of 10.39 %.
  • Export projection of CLE for the year 2010-11 ids projected at US$ 6980.21 Million.
  • Projected manpower requirement across all levels is estimated at 3.78 Million (2010-11).
  • Severe shortage of trained manpower in the footwear and leather industry across all levels. This is more acute at the shop floor level, which holds significant proportion of the workforce engaged in the industry.
  • Major chunk of workforce comprises of the shop floor operators and workers with about 80% of the total composition.

  As per the estimates, industry’s 2.5 million workforces – mostly belongs to the lower socio economic section of the society in the rural & semi urban areas.

The Footwear industry has potential to provide employment across all sections of the economy. An industry estimate of employment potential is about 3 lakh jobs in next 3 years.

Estimated Manpower Requirements:

 
 
The Murthy Committee had estimated the requirements based on the export target of 10% and 17 % of the global trade of the country by the years 2000 and 2010 respectively. An additional 916,277 persons comprising production managers, supervisors, shop floor workers, & machine operators, maintenance personnel, designers, pattern makers and other categories will be required to run the industry by 2010.

Objective of the Skill Development programme:

 
  The program has been formulated keeping in view the following major objectives:
 
  • Imparting basic skills on shop floor operations to unemployed youth through a demand driven Skill-Development Program.
  • Creation of adequate trained manpower to cope up with the requirement of Footwear/Leather industry.
  • Spread and sustain a technology and per person productivity culture in the Indian leather sector.

Based on the need more Industry specific courses in the area of Lasting, Finishing, Costing, Quality checking, Leather grading & Sorting, Repairing, Multi-skilling etc. will be provided as on-site services to the industry.
 

Component of the programme:

 
 
 

Eligibility Criteria:

 
  Following parameters will applicable in order to take the benefit of the program by the candidate:
 
  1. The candidate shall have attended the age of 18yrs. at the time of joining the program having sound mind.
  2. The candidate should have reading &writing capability, & aptitude for the training.
  3. The candidate shall be unemployed at the time of joining the programme.
  4. The participating industry can also select their own candidate meeting the above-mentioned criterion in consultation with the selection board. However under such condition the candidate after successful completion of the training has to join the sponsoring organization & will not be eligible for the open placement.
 

Selection of the trainees:

 
 
Selection of the trainees will be done through a screening committee, especially designed for the purpose and having the following members:
 
 
  • Center In charge of the respective training center
  • Representative of the local district administration.
  • Representative of the local industry
  • Representative from Department for Industrial Policy and Promotion, GoI
 

Assessment:

 
  The assessment of the participant will be based upon the following:
 
  1. The participant shall maintain a minimum attendance of 85% percent during the program.
  2. Successful completion of the all units designed in the program.
  3. The minimum level of grade shall be 60% in all the units for qualification.
 

Certification and placement of the trainees:

 
 
  • Upon the successful completion of the training program the candidate will be awarded with the certificate of achievement.
  • The details of the successful trainees will also be displayed at the website www.fddiindia.com, along with their individual details.
  • Upon completion of the course the trainees will be placed in the footwear and leather industries of the vicinity, in association with the entrepreneurs industrialists of the sector.
 

Venue of the Training:

 
 
The training will be provided through established training centers being set-up by FDDI in the major footwear and leather clusters of Kanpur & Agra in the initial phase. Apart from it, on site training will be provided for those industries that select their own trainees for general and specific training purposes.
